Greetings pirates, mercs, scammers and reprobates.
I was wondering if any of you could help me out with a little dilema.
Having looked over the previous members of the CSM and seeing a lack of representation from this fine forum of learning and culture I am somewhat concerned... This lack of representation is a serious worry to me, and I'm sure it is to many of you.
I put it to you denizens of C&P that I am the person able to lead our cause for the third CSM. Although a ninja may be running I put it to you that it is a pirate who will give you the best representation.
I wish to gauge public interest before I submit my application. So my faithful rum swilling, wench defiling renegades, will you support me?

If you want to run, you should run. But unless you can pull some slam-dunk election kung-fu, you're just going to further split an already splintered voting base.
I am aware of this, and if I cannot garner enough support from the residents of this fine forum then I shall seek some sort of resolution with other potential delagates. Much like the situation with the Democrat Presidential nominees last year. I would prefer to see myself as the potential Obama in any such showdown, although being white, English pipe smoker with a moustache may count against me in this case.

The last CSM refused to even consider the issue, to the point of stating they would rather see the war dec limit LOWERED to one for corporationz, the CSM rep that stated thiz waz being sarcastic but also stated he wanted the whole war dec mechanic revised and stated we should form an alliance (making warz cost even more 50 mil and up apiece).

I'm assuming the actual issue here is that I violenced his boat and not that I dishonoured any ransom, in which case I do not 'owe' him anything and you are just trolling me sir. Judging by what's on the km we wouldn't have gone for a ransom anyway due to the sucky sucky effect of pilgrims and their tendancy to neut the bejesus out of hictors and get away pdq.

The first change that I think deserves to be made is that NPC pirates should no longer give a boost to security status for killing them. Their rewards are already more than sufficient, and why would your security go up if it can't go down in this region. This would also serve to have player pirates remain in low-security space to boost their status, giving the other players more and juicier targets.

Edit: It's pretty apparent that high-security space doesn't need any advantages to be attractable to others, but some changes can still be made in this region to help it out. Ank already did us the imminent service of making suicide ganking harder to do, but it doesn't have to stop there.
One of the ideas I've already outlined under Enhanced Missions will help out - that of having aggro on anybody not in your fleet that enters your mission area. The Ore Distribution also gives people a way to mine for their own ships.
A carebears wet dream that site is.

Couple Questions:
On Falcons/ECM: I like the ideas you've expressed so far (stacking penalty, changing the strength bonus, etc.). Would you consider nerfing ECM range? Falcons/Rooks don't have an alternate EWAR method. I feel that nerfing their range in addition to what I've suggested would cripple them somewhat. Unlike Rapiers/Pilgrims/Arazus they can't really add anything extra to the gang by moving in from long range to close/medium range either in terms of additional DPS (negligable at best from the caldari recons) or secondary EWAR.

I share your pain. My suggested ECM changes are located here. You can't really encourage small scale combat without introducing instanced or size related (FW?) 'battlegrounds' which really go against the grain. It's human nature, most people will be out to win with minimal loss. If that means hotdropping a ratting drake with twelve carriers then so be it. There's very little you can do about the game mechanics, it's more of an 'issue' with player attitudes. I've blobbed and ganked and been unhappy when I've gone out solo and been blobbed and ganked. It's just a matter of finding people with a similar attitude (few and far between).

However, if the staff are genuinely receptive to the ideas presented then I'll probably have to restrain my primal urges.

I read your blog and it seems like you want to change high sec to benefit the predators more. Is this correct? You seem to be willing to make high sec more dangerous and willing to nerf its rewards. How far are you looking to? If elected CSM, how would us carebears benefit from your election?
I think right now the mechanics in highsec with regards to the predator/prey dynamic (ie suicide ganking, can flipping etc) are pretty much bang on and I think a shift in either direction would be a bad thing. You are not going to get ganked if you pay attention and use a suitable ship, you are going to get ganked if you AP in a T1 hauler with a bil's worth of loot. Although I loathe RL comparisons... If you absolutely have to transport a load of gold and gems and monies through Compton or some other notorious district of a large city you're going to do it in an armoured car at speed, not at a leisurely pace on your bicycle with the goods overflowing out of panniers.
Yes, I would like to see the rewards of hisec tweaked. For starters, given the uselessness of mining in lowsec I do believe that T1 loot drops from missions need a nerf, restrict them to named only. This gives the T1 producer a boost, he's not being undercut by mission runners dumping 6 months worth of goods on the market at ridiculous prices 'I mined it/shot it, therefore it is free hurf durf durf'. Although there will still be the flow from drone missions and rats I'm sure CCP can find it in their heart to tweak the alloy refine rates too. I realise that if you nerf rewards too much then it will just drive people away, CCP has pretty much made it clear that level 4's in hisec were a mistake but now that they're in place they can't really do much without several thousand emo rage quits.
Ref 'Carebears'. In my mind a Carebear is someone who out and out avoids confrontation, either in battle, in chat or on the market. I know plenty of mission runners and industrialists who are able to put up a decent fight if need be... These people are not carebears. In my time I've run across a lot of industrialists trying to get a foothold into lowsec. Many of them were receptive and we traded protection for goods and services... These are not carebears. The ones who'd ignore me, block me, call me a dirty pirate because of preconceptions and would then procede to be milked for all their worth by us as we pulled down their towers and ganked their haulers. These people were carebears. I have no issues with industrialists. These people are part of the game. I couldn't invent manufacture a T2 ship or build a Carrier. We'd be pretty boned if there were no more industrialists. If you want real representation for industrialists then vote one of the other candidates. However, I've got a pretty level head, I'm more aware of PVP dynamics and the knock on effects of any changes than most people. I realise the harm that moving level 4's out of hisec would do as much as the harm of moving level 5's to hisec or buffing concord even more.
It's not a case of what 'I' can do for carebears. I have a few good ideas but I am no idea factory. If issues are raised that I think are fair and balanced then I'll support them. If not... well... I won't. I am a pirate and a scoundrel but if things aren't kept balanced then I will run out of targets pretty quick.
